“No to Islamism,” the poster screams in big black letters.

The image central to the FN’s campaign in the PACA (Provence Alpes Cote d’Azur) region, where the party’s leader, octogenarian firebrand Jean-Marie Le Pen, heads the party list in forthcoming regional elections due to begin March 14.

The posters, already widely diffused on the Internet, are due to be distributed across France.

French anti-racist group LICRA failed to get an injunction against the distribution of the posters at a Marseille Court on Monday on the technicality “that the group itself was not based in Marseille”.

Following this failure, Algerian Foreign Minister Mourad Medelci made an official complaint to the French government, demanding that its former colonial ruler, “take firm measures to prevent the symbols of foreign nations from being insulted.”

Pressure in the courts

Meanwhile, French campaign group MRAP has started proceedings at a Nanterre court (Paris) to ban the posters. The court is due to make a ruling on Friday, two days before voting in the regional elections begin.

Another anti-racist group SOS Racisme has started criminal proceedings against Le Pen, who will have to attend the criminal court in Paris on May 6.

The group said in a statement: “Under the pretext of denouncing religious extremism, Le Pen has clearly marked a wish to solicit fear and rejection of not only Muslims but also all people of Algerian origin living in France.

At a FN campaign meeting last weekend attended by thousands of party supporters, many of whom were carrying the poster, Le Pen railed against what he perceives as the “Islamist presence in France” and said mosques were “growing like mushrooms” across the country.

The opposition called at the weekend for a major demonstration on Tuesday, after the electoral commission announced Gnassingbe had won the poll.

On Monday the government responded by slapping a ban on the march, as unease mounted in the tiny west African country where clashes at the last presidential election left hundreds dead.

“Demonstrations on the public street cannot be organised on working days, because they interrupt activities,” government spokesman Pascal Bodjoma told AFP.

The constitution recognised the right to demonstrate in a peaceful fashion but it also “obliges us to ensure the protection and security of all individuals,” he said.

Shops and offices reopened Monday in Lome after the electoral commission declared Gnassingbe had won Thursday’s poll with 60.92 percent of the vote, while his main rival Jean-Pierre Fabre took 33.94 percent.

But some residents were uneasy ahead of the planned opposition protest.

Stalls in the Hedzranawoe market, one of the biggest in the capital, were open for business, but in the same district the head of a private primary school told AFP that he was asking his pupils “to stay at home on Tuesday”.

Fabre has refused to recognise his defeat and claimed that Gnassingbe won the election by fraud.

His Union of Forces for Change (UFC) and three other small opposition parties called people out to a march followed by a rally “to protest at the fraudulent results of the presidential poll of March 4.”

They have threatened to march every day.

On Sunday armed riot police violently put down a demonstration by more than 200 opposition supporters, while Fabre himself was forced to take shelter in the UFC headquarters.

He denounced the “brutality and savage treatment” by the regime of Gnassingbe, who was first put in power in 2005 by the military upon the death of his father, Gnassingbe Eyadema, who had ruled for 38 years.

“The opposition never recognises when they are defeated, they are egoists,” said a stew vendor, Mazalo Sizing, plying her trade Monday close to the headquarters of the ruling Togolese People’s Rally.

“Our opposition needs to realise that it is badly organised and that’s the reason for its failure.”

The weekly L’Eveil, headlined “Fabre Bad Loser”, said the UFC leader lacked “tangible proof” of his allegations of fraud.

Fabre accused the national independent electoral agency CENI of falsifying the results of the poll, seen as a test of democracy for Togo which has been ruled for more than four decades by the same dynasty.

“We’re preparing to march ourselves as well, because the street belongs to everybody,” said a Gnassingbe partisan, Hubert Ezin.

In 2005 Gnassingbe stepped down after the army put him in power to stand for election in a vote he won but which led to a wave of violence when between 400 and 500 people were killed, according to the United Nations.

Thursday’s election passed off without major violence but observers from the regional Economic Community of West African States reported problems with ballot papers and a dozen opposition activists have been arrested since Saturday.

UN Secretary-General Ban Ki-moon called for calm at the weekend, and for all electoral grievances to be referred to legal channels.

The paper Le Flambeau des Democrates said there was a “demobilisation of UFC supporters” during the vote because people “remembered the post-electoral violence of April 2005″.

“It’s a secret from nobody that the people wants change, (but) people preferred to stay at home rather than go to vote,” the paper said.

US State Department spokesman Philip Crowley confirmed to reporters in Washington that the talks had started Monday under the mediation of US Middle East envoy George Mitchell.

As to how substantive the discussions were today, George is on his way back (to Washington). He will report to the secretary,” Crowley said, referring to Secretary of State Hillary Clinton.

The talks mark the first time the Palestinians and Israelis have come together in any form since Israel launched its 22-day war on Gaza in December 2009 to stop rocket and mortar attacks from the Islamist Hamas-run territory.

The Palestinians were however angry at Israel’s decision on Monday to give the go-ahead for 112 new homes to be built in a Jewish settlement in the occupied West Bank.

Israel made the move despite announcing a partial moratorium on such construction late last year, with the news breaking just as US Vice President Joe Biden was set to arrive in the region.

Israeli Environment Minister Gilad Erdan said the project in the Beitar Illit settlement near Bethlehem was an exception to the partial halt of settlement activity announced in November.

“At the end of last year, the government decided to freeze construction, but this decision provided for exceptions in cases of safety problems for infrastructure projects started before the freeze,” Erdan told army radio.

The Palestinians condemned the announcement and called on the United States to intervene to halt settlement activity in the West Bank and east Jerusalem.

“This was the first item on the president’s agenda,” chief Palestinian negotiator Saeb Erakat said after a meeting between Mitchell and Palestinian president Mahmud Abbas in the West Bank.

“The president said this cannot stand. We cannot tolerate that each time we have discussions on peace-making the Israeli government tenders more settlements, more incursions, more provocations.”

But the Palestinians grudgingly agreed to four months of US-backed indirect peace negotiations with Israel, and the State Department later gave its tacit approval to the project, saying it complied with the moratorium.

“On the one hand, it does not violate the moratorium the Israelis previously announced. On the other hand, this is the kind of thing that both sides have to be cautious about as we move ahead with these parallel talks,” Crowley said.

“When you’re in talks of this kind, you have to recognize the interests and perception of the other side,” he said.

“And both sides should be cautious about actions that might be either perceived within the region or that might be exploited by those who want to create obstacles to further progress.”

Earlier, Mitchell praised both sides for agreeing to start indirect talks, and said he would return to the region next week to discuss the “structure and scope” of the process.

“We also again encourage the parties, and all concerned, to refrain from any statements or actions which may inflame tensions or prejudice the outcome of these talks,” Mitchell said.

Erakat told AFP the formal negotiation sessions had not started yet “because we’re awaiting the return of Mitchell to understand the mechanism of the negotiations,” adding that he expected the US envoy to return on March 16.

Israel also announced Monday that it had decided to allow UN Secretary General Ban Ki-moon and EU foreign affairs chief Catherine Ashton to enter the Gaza enclave, which is under a strict Israeli embargo.

Ban said in New York, meanwhile, that he would attend an Arab League summit in Libya this month to push forward the Middle East peace process after a planned tour of the region.

The UN chief also confirmed his attendance at a ministerial meeting of the Middle East diplomatic Quartet in Moscow on March 19 to encourage an early resumption of direct peace talks between Israel and the Palestinians.

The Quartet, which groups the European Union, the United States, Russia and the United Nations, has endorsed a roadmap for Middle East peace which calls for a viable Palestinian state living peacefully alongside a secure Israel.
